Dogs can be housebroken at any age. It just takes patience, time, and effort... and a little cheerleading on your part.
Here are eight tips that work for dogs of all ages:
Crate Training. It works because dogs don't like to soil where they sleep. Once your dog learns his crate is his "home within a home," be sure to take him out every few hours (every two hours for puppies during the day; every four hours at night). Gradually increase the time in the crate.
Every time you take your dog outside, use a key word (go potty, hurry up, etc) to let him know what you want him to do. Dogs quickly catch on. Once your dog does his business give lots and lots of praise so he'll do it again next time.
For puppies set the alarm for half way during the night. Try as they may, puppies just can't hold it all night long.
Watch for those "I've got to go potty signs." Crouching, walking in circles, standing by the door. Learn your dog's "potty sign."
If you catch your dog in the act get his attention by yelling "no" and bring him outside immediately. Never rub his nose in it.
Remember even housebroken dogs can't hold it too long. Eight to ten hours are considered the maximum.
If there is an accident, clean it as soon as possible with a non-amonia based cleaner so that your dog is not attracted to the spot. Cleaners especially for pet stains are preferred.
Finally understand that every dog no matter how old is going to have an accident every now and again.
